that the Colonial Secretary's Office staff should be ultimately classified as follows under the classification of salaries scheme, viz.-
(a) Chief Clerk to be placed in the First Class.
(b) Second, Third, Fourth and Fifth Clerks to be placed in the Third Class.
(c) Sixth, Seventh, Eighth and Ninth Clerks to be placed in the Fourth Class.
15. If all these recommendations are adopted, there will be an immediate increase of $3,423 and an ultimate increase of $8,768 in the annual expenditure on the Colonial Secretary's Office staff. I am of opinion that this increase is insignificant in comparison with the resulting increase in the efficiency of the staff of the department concerned, and I consider that a total sum of $17,400 is by no means an excessive annual outlay on the subordinate staff of the Colonial Secretary's Office.
16. If you concur in this opinion, I have the honour to recommend further that the increase of salary in the cases of Messrs. Craig, Remedios, Cordeiro and Rozario should take effect from the 1st of January last. These Clerks have worked well and have had much extra work to discharge owing to the numerous changes in the staff of the Colonial Secretary's Office to which I referred in my despatch No.141 of the 6th April last.
